Suspicious Activity Reports (SARs) are disclosures submitted to the FIU via the THEMIS online reporting facility, under the provisions of The Disclosure (Bailiwick of Guernsey) Law, 2007, and the Terrorism and Crime (Bailiwick of Guernsey) Law, 2002, together with supporting regulations.

THEMIS is the prescribed manner to submit SARs. 

If under exceptional circumstances you wish to submit a manual SAR you must seek permission from the Head of the FIU via our contact page.

How do I register on THEMIS?

Forms to register for THEMIS can be found in the downloadable documents on this page. Once completed the form should be submitted to the FIU via email (fiu@fiu.gov.gg). Once processed the FIU will provide the user with credentials to enable access.

How do I report a Crime?

If you wish to report a crime (including fraud) this should be reported directly to The Bailiwick of Guernsey Law Enforcement.
